SwiftDocs - Automatically 'Hold' searches

User Story: 

I am a CRA, and I would like searches to automatically go 'On Hold' when waiting for a SwiftDoc to be uploaded via Applicant Portal.

Current Behavior:

Currently, a search that has a required SwiftDoc will go to the 'In-Progress' status even if the applicant has not yet uploaded a required document.

Potential Enhancement:

By setting SwiftDoc searches to automatically go 'On-Hold' until a document has been uploaded, admin and hr users will have better visibility to if/when the applicant has uploaded what they need to via Applicant Portal.

  Per feedback from some of my teams: I believe this would be helpful to operations and allow us to track a better picture of TATs that are within our control. This would also keep us from having to manually check searches for documents regularly.
