User Story: 

I am a CRA, and I would like to enable Quality Assurance settings by researcher.

Current Behavior:

QA settings are currently tied to each individual client.

Potential Enhancement:

Incorporate the ability to apply QA settings to researchers:

  Not sure I understand the purpose. While more options are always great. Cant the searches be set with QA as well not just clients? Mass update tool?
