Admin 'Additional Search Fee' Note - Include Search ID

User Story: As a CRA, I would like for Admin 'Additional Search Fee' notes to include the associated Search IDs. 

Current Behavior: Adding additional fees to packages is creating confusion, because the Admin Note "Additional search fee was changed to $XX.XX" is printed on every search ID in the package.

For example, on Search ID X, there is a note "Additional search fee was changed to $14.53" which was due to a fee that was incurred and applied to Search ID XX, but it is unclear because this admin note is printed on every Search ID in the Report.
