SHM should auto-populate by zip code, not entire county.

Currently the SHM only auto-populates county criminal searches based on the city rather than the zip code.  This causes the tool to run more counties than needed.  For example, if an applicant inputs a zip code in Jackson County MO the system will run criminal checks in three Missouri Counties and one Kansas County.  Because of this, we can not have competitive package to include one county criminal search because the system will auto-populate too many counties and so our competition wins the bid on the 'SHM - One county' packages.
